How the confidential reporting system works
Confidential. Anonymous if you wish. Non-punitive.
Purpose
This voluntary, confidential and non-punitive system lets passengers, crew, air traffic services staff, ground handling staff, airport and aircraft operator staff and the public report aviation security concerns to the Civil Aviation Authority of Bangladesh (CAAB). It supplements the National Quality Control Programme (NQCP) by giving us information we might not otherwise receive.
What to report
Report anything you believe could weaken aviation security. For example:
- Unauthorised access or a breach of a restricted area.
- A screening deficiency for passengers, baggage or cargo.
- Suspicious behaviour or a suspicious item.
- An insider threat or staff misconduct.
- Misuse of access control or ID passes.
- A weakness in a perimeter or facility.
- A procedure that is missing or not followed.
- A cyber security concern.
You do not need proof. If you are not sure, report it anyway.
Confidentiality and anonymity
- You do not have to give your name or any contact detail. Every personal field is optional.
- The system is built not to record your IP address, device or browser details, and not to use tracking, analytics or third-party services.
- If you do give contact details, they are stored encrypted and kept apart from the report. Only the Member (Security) and the AVSEC Coordinator can see them.
- Reviewers who investigate the report cannot see who you are.
- Photos you attach have their location and camera details removed automatically.
- Your report is never published. Only anonymous statistics are shared.
For extra privacy, avoid putting your own name or other details that identify you in the description.
Good-faith reports are not punished
This is a non-punitive system. A report made honestly and in good faith will not be used to take action against the person who made it. Its purpose is to find and fix security weaknesses, not to blame the reporter.
How the information is used
Reports are used to find and correct security weaknesses, to check whether corrective action works, and to spot trends. Some reports may be passed to another agency that can act on them; if so, your contact details are not passed on. Closed reports are kept for a limited time. After that, personal and descriptive information is permanently removed and only anonymous statistics remain.
What happens after you submit
- You receive a reference number. Please write it down. It is the only way to refer to your report.
- The CAAB security office reviews your report, sets its priority and assigns a trained reviewer.
- The reviewer looks into it and records any action taken.
- The Member (Security) checks the outcome and closes the report.
- If you gave your permission and contact details, we may contact you for more information.
Because the system is anonymous, we cannot tell you the result of an individual report unless you gave contact details.
